Background:
The Office of the United Nations Recovery Coordinator for Aceh and Nias (UNORC)
was established in September 2005 to support the Government of Indonesia. As the
Government has taken a strong lead in the post-emergency phase with the
establishment of the Rehabilitation and Reconstruction Agency for Aceh and Nias
(BRR), it is imperative that UNORC takes responsibility for facilitating strong
coordination among the UN Agencies, the international NGO community, and
bilateral donors in full and timely support of the Government’s reconstruction and
recovery efforts.

Staffed by personnel from the UN Secretariat and various UN Agencies, UNORC
serves as the main point of contact between the UN system, BRR and Provincial and
District Governments. UNORC aims to facilitate a unified United Nations system
approach, to put into place structures for coordination at all levels, to minimise gaps in the response and provide linkages and strategic policy that transcend all sectors.

UNORC is also deeply committed to incorporate the principle of equity into the
recovery efforts, with a particular focus on protecting and advocating on behalf of the vulnerable.

Recognising the urgent need to improve analysis to enable effective policy making
and support the recovery effort, UNICEF kindly offered to fund the establishment of
the UNORC Information and Analysis Section for an initial one to two year period. A
letter of agreement was signed to this effect by UNICEF, BRR and UNORC on 19
June 2006. This section is consolidating available data sets from BRR, BPS, line
ministries and other partners within a results-based indicator framework to enable
comparative demographic trend analysis on recovery. The objective is to ensure that
all stakeholders can make informed and timely adjustments to their assistance
programs by tracking the rate and direction of recovery and identifying un-met needs
and inequalities. The project adopts a holistic approach by focusing on crosscutting
themes, such as gender, vital needs and vulnerability, to assess the full socioeconomic impact of recovery on the lives and livelihoods of the people of Aceh and Nias. The project will ensure sustainability and strengthening of local capacity in data collation, analysis and reporting through partnership with government agencies, including BRR, BPS and BPDE. UNORC will also continue to support and reinforce local government information management required for the overall recovery planning framework.

IAS is composed of three units: the Information Coordination Unit gathering and
disseminating data to ensure needs of stakeholders are met, the Data Management
Unit collating, cleaning and processing data sets using the common UN software,
DevInfo and the Statistical Research Unit, developing timely analytical reports and
products to feed into policy making.

The Head of Data Management will supervise a team of technical specialists to
manage the processing, archiving and retrieval of datasets and development of
systems to support this function. The Head of Data Management will promote data
standards to government technical agencies and the recovery community through best
practices and joint data management projects. The Data Management Unit ensures
that appropriate datasets are made available in a format which can be easily combined and analysed.

Duties and Responsibilities:
1. Serves as technical expert on all processes associated with data management
and processing, including database design, data entry and cleaning, archiving
and retrieval.
2. Develop and maintain close relationships with key data providers including
BPS, BPDE, Government technical agencies and relevant UN agencies to
ensure delivery/availability of data relating to indicators of recovery and
strengthened local government information flows.
3. Provide technical advice to key government partners to promote data standards
and give guidance on appropriate systems development.
4. Manage the adoption and use of information management applications and
database systems including DevInfo or other systems on the basis of
appropriate considerations to feasibility studies, systems analysis, and design
development.
5. Ensure a cycle of data management that maximises the potential of geographic
information systems. Administer all databases and ensure the appropriate
standard of metadata.
6. On the basis of analytical priorities determined by the Statistical Research
Unit, monitor and ensure the delivery of end user data requirements, in an
appropriate format.
7. Continuously evaluate the information systems used by IMS and keep abreast
of emerging technologies that could be used to streamline the internal data
flow.
8. Supervise the Data Management Unit. Brief the Head of Section on all
outputs through regular updates. Produce a quarterly workplan in discussions
with senior management and any other related duties, as required.
Education & Qualifications
Education Advanced university degree preferably in information management, database
administration or other relevant field; or the equivalent combination of education and experience in a related area.

Work Experience
Five years progressively responsible experience in the field of data management and
information systems. Previous international experience is essential and knowledge of
the region desirable.

Languages
Proven English language skills. Knowledge of Indonesian language is desirable.
