Background:
The Office of the United Nations Recovery Coordinator for Aceh and Nias (UNORC)
was established in September 2005 to support the Government of Indonesia. As the
Government has taken a strong lead in the post-emergency phase with the
establishment of the Rehabilitation and Reconstruction Agency for Aceh and Nias
(BRR), it is imperative that UNORC takes responsibility for facilitating strong
coordination among the UN Agencies, the international NGO community, and
bilateral donors in full and timely support of the Government’s reconstruction and
recovery efforts.


Staffed by personnel from the UN Secretariat and various UN Agencies, UNORC
serves as the main point of contact between the UN system, BRR and Provincial and
District Governments. UNORC aims to facilitate a unified United Nations system
approach, to put into place structures for coordination at all levels, to minimise gaps in the response and provide linkages and strategic policy that transcend all sectors.

UNORC is also deeply committed to incorporate the principle of equity into the
recovery efforts, with a particular focus on protecting and advocating on behalf of the vulnerable.

Recognising the urgent need to improve analysis to enable effective policy making
and support the recovery effort, UNICEF kindly offered to fund the establishment of
the UNORC Information and Analysis Section for an initial one to two year period. A
letter of agreement was signed to this effect by UNICEF, BRR and UNORC on 19
June 2006. This section is consolidating available data sets from BRR, BPS, line
ministries and other partners within a results-based indicator framework to enable
comparative demographic trend analysis on recovery. The objective is to ensure that
all stakeholders can make informed and timely adjustments to their assistance
programs by tracking the rate and direction of recovery and identifying un-met needs
and inequalities. The project adopts a holistic approach by focusing on crosscutting
themes, such as gender, vital needs and vulnerability, to assess the full socioeconomic impact of recovery on the lives and livelihoods of the people of Aceh and Nias. The project will ensure sustainability and strengthening of local capacity in data collation, analysis and reporting through partnership with government agencies,including BRR, BPS and BPDE. UNORC will also continue to support and reinforce
local government information management required for the overall recovery planning
framework.

IAS is composed of three units: the Information Coordination Unit gathering and
disseminating data to ensure needs of stakeholders are met, the Data Management
Unit collating, cleaning and processing data sets using the common UN software,
DevInfo and the Statistical Research Unit, developing timely analytical reports and
products to feed into policy making.
As the Head of the Statistical Research Unit, the Statistician/Researcher will advise the section on data collection methodology and practice in order to obtain priority data for the purpose of impact monitoring and will prepare regular critical reports on the progress of recovery for key policy makers.
Duties and Responsibilities:
1. Produce trend analysis and assessments on demographic patterns as they relate
to the reconstruction of Aceh and Nias. Analysis will include IDP
movements, general population mobility, settlement patterns, social and
economic indicators of recovery, in particular Health, Education and
Livelihoods.
2. Advise the Head of Section on statistical outputs including a quarterly trend
analysis and recovery review and other publications
3. Apply rigorous statistical methods to the analysis of datasets to ensure high
quality output.
4. Promote cross sectoral analysis of data using statistical research methods.
5. Verify the methodologies that are being used for data collection and analysis
in Aceh and Nias.
6. Advise the Head of Section on surveys and research studies being undertaken,
including design and implementation.
7. Advise the Head of Section on gaps in datasets and the respective strengths
and weaknesses of data repositories against agreed priorities.
8. Gather and review studies and data available on Aceh through close
collaboration with international agencies, universities, statistical departments
and ministries to include or analyse for impact monitoring indicators.

Education & Qualifications:
Education Advanced university degree in Statistics, Social Science or Behavioral Sciences

Work Experience
Five years progressively responsible experience in conducting research, technical
assistance, teaching or administering projects in social sciences. Familiarity with
tsunami-affected Indonesia, government structure and recovery strategy preferred

Languages
Fluency in written and spoken English is required.
Knowledge of the local working language of the duty station is an asset.
